Certificate of Selection for Immigration to Quebec (CSQ)


To immigrate to Quebec, applicants and their families must pass two steps, namely screening and admission


The province of Quebec is responsible for screening applicants and issuing CSQs, in which Quebec establishes a selection process based on its immigration policy.


The Canadian government is responsible for admissions. After obtaining the CSQ, the applicant is required to apply for permanent residency, pass a medical and security examination, and the applicant's family members are also required to undergo this step.


The Government of Canada will deny an application if the applicant (who has obtained a CSQ) and his or her family members (whether accompanying or not) do not pass a medical examination, for example, if they pose a health risk to the public or are an excessive drain on health and social security resources.


Immediately upon arrival, the applicant acquires permanent residency. Applicants have the same rights as Canadian citizens except for the right to vote and to have a passport. After three years of residency, the applicant is entitled to all rights after applying for Canadian citizenship.


Quebec Experience-based Immigration Program (PEQ)



The PEQ is a fast track to the CSQ. This program was implemented in February 2010 for skilled workers, especially temporary workers in skilled trades in Quebec, and international students who have graduated or are about to graduate from Quebec. If you are eligible for both of these statuses, for example, if you have a graduate work permit and have been working in Canada in a skilled job for at least 12 months, you can choose one of these statuses and apply by filling out the appropriate application form.


I. The following are the eligibility requirements that you must meet as an international student in Quebec in order to obtain a CSQ under the PEQ.



These include:

1. You are at least 18 years old and intend to settle and work in Quebec;

2. Stay as a foreign student is legal;

3. Have a legal Quebec degree (for PEQ) or will complete your studies within six months of the date you submit your application;

4. Have an intermediate to advanced level of French;

5. Ensure that you submit sufficient funds to meet your living requirements for at least three months to obtain permanent resident status, including, where applicable, your spouse or de facto spouse, and dependent children, as included in your application.


You will not be eligible to apply for PEQ if:

  1. If you are a student holding a scholarship and are subject to a legal agreement requiring you to return to your country of origin (exchange student), unless you have completed a program that is no longer restricted or have started a new program of study in Quebec.

  2. 36 months have elapsed between the time you submit your CSQ application and the time you complete your studies.


Second, the diplomas eligible for PEQ in Quebec include


  1. Diploma of Vocational Training (DEP) of 1800 hours or longer

  2. A vocational training diploma (English: DVS, French: DEP) followed immediately by a vocational training certificate (English: AVS, French: ASP) that adds up to 1,800 credit hours.

  3. College technical studies diploma (DEC)

  4. Undergraduate bachelor's degree

  5. Master's degree, MBA

  6. PhD degree.


The above education must have been obtained within 36 months prior to the submission of the CSQ and must be from an educational institution recognized by the Quebec Ministry of Education, Recreation and Sport or from a full-time program of study at a university within Quebec. If 50% of the education was completed outside of Quebec, you cannot apply for the PEQ.


III. PEQ Language Requirements


To be eligible to apply for the PEQ, you must have an intermediate to advanced level of French, which is equivalent to level 7 of the French Language Proficiency Test, or B2 of the Common European Framework of Reference for Languages.


You do not need to provide proof of a standardized test if you can provide the following approved documents.


1. Have a complete transcript showing completion of at least three years of high school and post-secondary education at a fully French-taught school, either in Quebec or abroad.

2. A complete transcript showing successful completion of an intermediate or advanced level of French studies (at least B2 level of the Common European Framework of Reference for Languages (CEFR) and a test level recognized by the Quebec Ministry of Education, Recreation and Sport, or by a Quebec college or university.

3. Provide a certificate of language proficiency issued by any specialized educational institution in Quebec.



The requirement is met if you have completed your studies in Quebec in a fully French-speaking environment and can produce proof of academic certification and transcripts.


If you wish to submit standardized test scores for certification in spoken French, you must ensure that both oral comprehension and oral expression have been tested.


The test results must be no later than two years prior to the date of application.


The following tests are recognized by the Ministry of Immigration of Quebec.


  • the Test d'évaluation du français adapté pour le Québec (TEFAQ) of the Chambre de commerce et d'industrie de Paris (CCIP);

  • the Test de connaissance du français pour le Québec (TCFQ) of the Centre international d'études pédagogiques (CIEP);

  • the Test d'évaluation du français (TEF) of the CCIP;

  • the Test d'évaluation du français pour le Canada (TEF Canada) de la CCIP-IDF;

  • the Test de connaissance du français (TCF) of the CIEP;

  • the Diplôme d'études en langue française (DELF) of the CIEP;

  • the Diplôme approfondi de langue française (DALF) of the CIEP.



The CSQ can only be issued to graduates or prospective graduates who meet the requirements of the PEQ and, where applicable, to their spouse or de facto spouse, and dependent children. Spouses or children do not need to meet PEQ requirements.



IV. Date of PEQ Application Submission.


As an expected graduate, you may submit your CSQ application 6 months prior to the successful completion of your PEQ-based credentialing. However, CSQ certification will only be granted if you successfully submit your academic credentials and complete study certification. By submitting your PEQ application in advance, you can determine whether the documents you submit meet the PEQ requirements.



V. Documents required for application


As a graduate, the following documents are required to obtain a CSQ through PEQ.



(All completed languages except English and French must be translated into regular French)



1. Individual applicants.

(1) A CSQ-PEQ application form

(2) A clear photocopy of the identity page of the passport

(3) An original or certified copy of a certificate of speaking French at an intermediate or advanced level. For example, a transcript, a test certificate recognized by the Quebec Ministry of Education, Recreation and Sport, a certificate of language proficiency issued by any professional educational institution in Quebec. If you have completed your studies in Quebec in a fully French-speaking environment and can produce proof of academic certification and transcripts, no other proof is necessary.

(4) The full financial cost of completing your application. If paying by credit card, please fill out the credit card payment form.

(5) Original or copy of certificate of completion; copy of degree certificate. If you have not completed the program of study, give the expected time to obtain the certificate, which should not exceed six months.

(6) Original or copy of the latest transcript of completion.


The certificate of completion, degree certificate, and transcript must be issued by an official educational institution or the director of academic affairs of the university.



2、Non-solo applicant (spouse or de facto spouse)

(1) Spouse declaration (included in the form)

(2) Clear photocopy of passport identity page

(3) A photocopy of the marriage certificate or family register. For de facto spouses, valid official written proof of the length of cohabitation should be produced. For example, joint property, claims, wills, joint obligations of children, letters from banks certifying the length of joint accounts, written statements from witnesses, proof of domestic partner system (in French), proof of property, copies of lease agreements, property bills in both names, etc.


3、Non-sole applicant (children)


Clear copies of birth certificates for children (all children in the family register, those entered in the application), adoption certificate for each child.


If the children are from a previous marriage, proof of court decision on custody, original letter signed by the guardian who did not immigrate with the children, or a letter print of the death certificate of such guardian.
