If your spouse is studying or working, you can apply directly for an Open Work Permit to legally work anywhere, and the duration of the Open Work Permit is the same as your spouse's Study Permit or Work Permit. Common-law relationships can also apply for this permit.
This type of work permit can theoretically be applied for at the Visa Center in China, but it is more difficult. The usual practice is to come to Canada on a personal visit visa and submit the application in Canada.
